Titus Welliver (Bosch, Bosch: Legacy), Trevante Rhodes (Mike), Li Jun Li (Wu Assassins), and Elizabeth Lail (You) join the cast as regular characters alongside lead actor Gabriel Basso. Simultaneously, the series is relocating from New York to Los Angeles for this season.

Although the details about their roles remain largely secret, it is already known that Welliver plays a special prosecutor from the Department of Justice investigating the Night Action program.
Rhodes is expected to portray Dom, the new partner of main character Peter Sutherland, while Li plays his wife. Lail takes on a role fans have been waiting for: she plays Zoe, Peter's ex-fiancée, who reappears in his life and might challenge his resolve to stay away from relationships.

The new season builds on the developments from season three, where Peter devoted himself entirely to his work as a Night Agent, despite the personal risks. His new partner Dom seems to provide a counterbalance, showing that a balance between work and personal life is possible.
At the same time, the existence of the secret Night Action program is being scrutinized more critically. Welliver's prosecutor represents that opposing voice and possibly views the organization as an unchecked, dangerous power.
The series continues to work with a rotating cast and new storylines each season, an approach that creator Shawn Ryan believes helps to create a fresh dynamic each time. In addition to Basso, a few characters from season three are expected to return, although they have not been officially confirmed yet.
